Sustainable Development The concept of sustainable development was set out in the World Conservation Strategy, which was released in 1980. Sustainable Energy for Economic Development (SEED) Project Description ME3 is working together with the Minnesota Project, Clean Water Fund, and the Sustainable Resources Center on the SEED campaign to ensure that rural Minnesotans will be beneficiaries of the development of renewable energy resources in Minnesota. In 1994, the Minnesota Legislature mandated that Northern States Power Company, the state's largest electric utility, develop at least 425 MW of wind power and 125 MW of biomass fueled electricity by the year 2003. It is likely that most of the development will take place in rural areas of Minnesota. The SEED project is holding meetings, doing surveys, and bringing in renewable energy experts to help rural residents get up to speed on the benefits that the renewable energy development will bring to their communities.
