Issues In The Valuation Of PV/Renewables: Estimating The Present Value of Externality Streams With A Digression on DSM This paper continues and extends previous research dealing with the role of financial risk measurement in the valuation of renewable and conventional energy technologies. This previous work concludes that proper valuation of resource alternatives in the context of IRP can be made with the application of market-based, (risk-adjusted) discount rates, as opposed to the present practice of discounting all revenue requirement components at the firm's weighted average cost of capital (WACC).

Living Within our Environmental Means: Natural Resources And An Optimum Human Population An article by Rachel F. Preiser. In a recently published report, "Natural Resources and an Optimum Human Population," Cornell University professor Dr. David Pimentel has presented some sobering statistics indicating the insufficiency of world resources to sustain a rapidly-expanding human population.
Modeling the Global Environment: Is the Montreal Protocol a Useful Precedent? By the time the Montreal Protocol on Substances That Deplete the Ozone Layer (1987) entered into force the diplomatic community was convinced that other environmental problems could be effectively handled by the same "framework-protocol" model. It has since become "conventional wisdom" that the Montreal Protocol is the model for solving other global problems, such as climate change and the loss of biodiversity. This paper challenges this wisdom by arguing it is unlikely the success of the Montreal Protocol will be replicated in a global warming regime. The second section of the paper offers alternate paths to addressing global warming.

Office of Technology Assessment (OTA) U. S. Congress This is a link to an excellent study entitled "Studies of the Environmental Costs of Electricity." The report examines studies that assign monetary value to the environmental effects of energy technologies. The report examines a set of environmental cost studies, compares and contrasts their methods and assumptions, and discusses how they could be made more useful to federal policymakers.
On Governments and Glaciers "We know we've reached crisis point when the glaciers are moving faster than the governments." It was perhaps this eloquent statement, by the World Wildlife Fund's energy campaigner, Adam Markham, which most succinctly summed up the feelings of the environment lobby around the world. For many of its members, June was the month when hope gave way to despair: in Europe, government energy ministers failed to approve the targets for renewable energy set out in a long awaited policy paper; and at the Earth Summit in New York, Japan joined the oil producing nations in blocking the way for a political statement on binding targets for CO2 emission cuts.
