Energy Efficiency as an Insurance Loss-Prevention Strategy This website responds simultaneously to insurance industry concerns regarding two major categories of losses: (1) ordinary losses from property/casualty, health, life, and the like, and (2) extraordinary losses resulting from global climate change. Prevention of ordinary losses is central to the mission of the insurance industry, and is of prime financial importance given that payouts on claims have exceeded premium revenues for nearly two decades. More recently, the insurance industry has taken interest in global climate change as a source of losses. Some insurance companies are indeed convinced that climate change has already arrived and is hitting their bottom line. Increased incidence of hurricanes, tropical storms, hailstorms, flooding, mudslides, agricultural losses, and health effects are among the potential effects of climate change that can cause significant insurance losses.

For years the energy savings benefits
associated with light and white roofing materials has made theoretical sense
to building owners, managers, architects and specifiers. This is particularly
important to those located in sun belt regions where air conditioning costs
can be a significant annual expense for the building owner or occupant. Such
Air conditioning costs are nothing to dismiss lightly. According to the EPA,
approximately $40 billion is spent annually in the U.S. to air condition
buildings. This represents one-sixth of all electricity generated in the
country each year. The good news, however, is that when reflective products
are used, roof surface temperature can be lowered by up to 100º F, say
EPA representatives.

(EPACT) and Executive Order 12902 require that federal agencies reduce the
energy consumed in federal buildings. The order increased the goal to 30%
by 2005, when compared with 1985. Energy Savings Performance Contracting
(ESPC) offers a means of achieving this energy reduction goal at no capital
cost to the government.
