Net Metering Programs The concept of net metering programs is to allow the electric meters of customers with generating facilities to turn backwards when their generators are producing more energy than the customers' demand. Net metering allows customers to use their generation to offset their consumption over the entire billing period, not just instantaneously. This offset would enable customers with generating facilities to receive retail prices for more of the electricity they generate. Without a net metering program, utilities usually install a second meter to measure any electricity that flows back to the utility grid and purchase it at a rate that is much lower than the retail prices.
Power to the People "Net metering" makes producing energy at home more economical. After an environmentally conscious home owner installs solar panels on the roof or a wind-driven generator in the backyard, clean electricity flows for free--but only while the sun shines and the wind blows. One way to cope with this intermittence is to store energy in batteries. But a growing number of utility companies now allow home owners a less expensive option. They can deposit the excess electricity they produce into the power grid and withdraw it at later times using just their standard household electrical meter, which can run equally well backward or forward. Permitting such "net metering" gives a single home owner a privilege normally exercised only among giant utility companies: trading electricity generated at one time for the power required at another.
Solar Energy Industries Association Model Net Metering Legislation This document is intended as model, photovoltaic-only, capacity-capped, program-capped net metering legislation. It is designed to be applicable in areas where electric industry restructuring has taken place, as well as in areas where it has not. Due to the evolving nature of restructuring activities, however, this document will likely undergo future revisions.
Summary of Net Metering in New York During the summer, the New York Senate passed the New York Net Energy Metering Law. Sometime in the late summer or early fall, the governor signed it into law. Interestingly, there was no press coverage of this bill. Therefore, this brief from the New York Solar Energy Industry Association is here to make customers in New York aware of this new rule.
